7% refers to the proportion of mine area (production) that is subject to royalties going to government not the rate they pay. They still pay the relevant royalties, but mostly to themselves on the other 93% of mine area. However, the royalties will vary from period to period as they move through the different land holdings/production areas. Some periods could be 100% of production has royalties going to government, but mostly 0% of production.
