Two big ticket items when setting up a Factory for a Multinational are Corporate Tax Rates and Energy costs . From memory I think Trump dropped the Corporate Tax rate to attract more investment at home . At the time the USA had a high rate now I think it is around 20% ( Ireland is around 12% that's why Pfizer set up their Viagra Plant there .) Energy is the next big item and that's why Trump thinks Drill Baby Drill is a good idea Gas being preferable to Coal as a Transition . Hard to compete with China as they have such low cost energy with their base load Coal Fired power . Not sure why he thought dropping High income earner tax rates was a good idea but they all try and buy votes they are all guilty as charged .
