This latest announcement is the most clarity the market has received to date regarding the road to commercialization but appears that investors still want more clarity on dates and time frames.
To really see the price head north this agreement\pilot program will need to go binding and the acquisition of X units ordered.
further, announcement and fleshing out of the manufacturing partner\contract will need to be released to see the above happen.
shareholders have faith! We are on the pressiabus of all the above. It's more likely that the company actually don't know the dates due to all things being a world first. The incorrect pitch for these dates could lead to a hemorrhaging share price later.
