Maybe it's something as simple as, yes we are going to drill but not announcing yet as the obvious question after an announcement that say we are going to drill is, When?
Logical to wait until rig is secured and announcement then reads, We have secured a drilling rig and intend to drill October 2024.*
Just a made up date for an example.
