    I think the fact that it is effectively a special dispensation is the concern that the major $ have. Its much easier to overturn/ignore a sweetheart deal precisely because it is that. A PSA is a standarised instrument which is employed across a range of different areas so if you mess with one you risk undermining them all. And therein lies the kicker.
