Playing devil's advocate here, but the quantum of the buyback may have been more about shutting up us whiny shareholders demanding some capital management than any indication of what they believe is excess capital. After all they are under no obligation to even approach the proposed figure, especially with the recent SP rise.
I also wonder if OP are still selling, it's been a long time since the last notice...
