Yes they did and No, they won't be able.
The OMP application included a secondary sea water intake designed to provide water for the proposed Wash and Processing Plants, as well as Desal Water for the Village, etc.
See following snip from OMP Supplementary Report, 30 August 2022.
Also remember the evaporation process takes approx 18 months, starting in Pond 1 with sea water and progressively transferring the concentrated brine through the remaining Ponds, to Pond 9, before finally transferring the brine to the Salt Crystallisers.
Therefore, one would reasonably expect they can't simply skip the first two ponds and start filling at Ponds 3 & 4 and continue the process from there.
