It's not about cross-promoting; I see a lot of people constantly raising Shares on Issue (SOI) across multiple junior mining companies, all the time. There are only a few ways to get money, and it's always a huge issue with most shareholders.
Apart from the obvious fundamentals you've mentioned, there doesn't seem to be any other answer except people wanting to have their say in the conversation.
