The cost tracking will be against the construction contracts awarded - i.e. they're being paid for what they've built which is an appropriate way to track construction progress. Once the approval is in we'll see more contracts let so it won't be 5% a month, it'll ramp up.
Indirect spend is the cost of construction that isn't linked to a specific item, think staffing costs as compared to direct costs like earthworks, jetty costs etc.
