We can only hope but my gut tells me that it won't happen until there is much greater certainty around the validity of government approvals and approval process (witness RRL, SVL etc).
The biggest threat to mining in Australia is sovereign risk from various state governments.
I remember Rick Rule saying the greatest sovereign risk he faced on one of his investments was from the Communist State of Kalifornia years ago.
Looks like Oz has at least two Kalifornia's.
