in a prior life i used to work at a coal mine (not acland) in the area back circa 2010. Even back then we were largely constrained by rail capacity to the port of brisbane. There was talk/hope/plans for 'the missing link' to be installed and connect us up to the northern rail network so we could export out through Gladstone. obviously never happened and still hasn't.
this goes beyond coal a little bit and off topic perhaps but if there is one thing we desperately lack in Australia is the ability to think or plan outside of one election cycle and actually build some infrastructure. The vast majority of what we have was built decades ago and is ageing and at best has been maintained.
its just too damn hard with approvals, nimbys, cultural and envrio bureaucracy, polarised political objectives, private investment not attractive given said difficulty etc. No idea what the country is going to look like in another few decades if we dont start planning/building to improve/replace/upgrade what we have.
and people wonder why our productivity is in the shit, wages dont improve, kids cant afford houses (we cant build them, see points above) and all we seem to spend money on is public service and 'support' sector. Support is quoted as im not sure what the percentage of NDIS is legitimate support and how much is brazen abuse, but its a lot further away from 100% than anyone should support.
