There are numerous reasons holding a payment / cashcall. However the most pertinent to your point is this is not an IOU from some small firm that can't pay their bills. This is Sonogol, so that money will be there when you need it. It would require some serious collapse for MAY not to get that money when called.
Which account the figure sits in is a matter of financial function.
Let me put this in another form for you...
IF a capraise were to occur while that account is in credit there would be an extremely serious cause for concern. So anyone who is convinced a CR is on the horizon, it would be a catastrophic event, and so should sell as the risk vs reward would be astronomical.
