At the completion of each process step of PL5, the wafers could be pulled out of the fab and verified. That doesn't mean running the testing routine to determine functionality or metrics, just doing work that assesses the quality of the process step.
Anything that was working well from PL5 would be passed on to PL6 to incorporate into their process steps.
