I am not sure if I understand your comment. As far as I understand, after reaching the sea, it is up to the buyer to take responsibility. That's FOB means, it is price at Dalian etc. And I assume shipping up to the sea (haul road and transhippers) is already accounted in the costs. It was the shipping to the sea that needed those innovations to keep the costs down.
