I think that's how he operates, just expects things to happen rather than making them happen. A lot of my concern with this comes from with how he worded the refinery EIS to say that next door got it through fine so we should too. If that's his attitude towards such a large piece of the puzzle then there's no wonder we're in the position we are with all the other pieces.
He needs help to deliver this to the next stages, he doesn't have the expertise himself or in the building to do so currently. Might be a bitter pill to swallow for him and his pay cheque however the current state is hurting shareholders.
