This is not a miner, you can't compare it to one. This is more akin to a chemical plant + geothermal plant which is already up and running.
They are also over staffing the pilot plant so they can train their staff in the new DLE process. This is expensive now but will make the ramp up much easier and faster. It is hard to judge if those 10-15M per year are worth it. But if it manages to accelerate the ramp up or to avoid big issues it might worth a lot more money than the 30-50M they are paying in the meantime
