Government R&D payments are refunds on expenditure on R&D. They are not handouts.
The company will have spent $X on R&D over a 12 month period and will be refunded a portion (~45%) of that expenditure by the government.
Its one of many incentive programs that both parties support in govt.
It certainly CAN be counted as income by a company given that they obviously count expenditure on R&D in 1.2a of a 4C report.
The statement made in a previous post seems unsupported by any fact.
