PB wasn't as advanced as AN in terms of infill etc. it is much bigger and would have stretched the limits of avb getting financed. Eventually AN underground and AS will be big enough to justify two seperate plants.
The decision to go for lower cost AN seems to be the right decision in light of market conditions.
