Have you looked at the pics of what that 13.x million has gotten you? There are ponds and buildings all over the AGY tenement. What, did you think all that was for free? Plus that is what we (the share holders) participated for in the last CR. The expense (or investment) you are talking about was expected, and needed. No drama there.... it's all good.
