Sorry AKA, for the point of accuracy, meant to say it is a bank guarentee but the money is paid by timeone. They have to pay $20 mill to the bank and that money is set aside in a seperate account. It cannot be touched. In all likelihood it is money that is put away for over 20 years. It is therefore a true cost.
