Humble I know we are debating semantics but the PLV quarterly report states " Bank Guarantee " I have used such instruments before in my own business dealings.

So are you saying the W.A government will have $20m sitting in their trust account or are you saying that Timeones Bankers require $20m sitting in their bank to cover a bank guarantee supplied to the W.A government ?
