The point @woltage is that they always leave things open to be interpreted in a positive light rather than just being transparent. If they are producing at nameplate and have told people they have purchase orders of X tonnes per month you would assume they are filling these orders or at least selling as much as nameplate production allows. Of course when I said everyone i did not literally mean everyone...
