Gosh - good question mondrian - who knows? maybe the "football sized fields" which apparently are to house the equipment (as per sroyle) may have already been chosen and works to waterproof the area already attended to) - but IMO keeping it close to the main operative area which makes sense and also close to where the main action (ie. large market) may end up being in - NYC!.
