IMO...That move was so dumb, that I can only conclude that it was by design. Maybe to cast doubt and flush out some of the stronger hands for the benefit of the Minjar?

It certainly seems that this is willful destruction with bad moves, a high cash burn, ridiculous CEO salary, delay in MOZ govt approvals.
Wouldn't surprise me if Minjar had their name on the Grafex transfer forms and mining permit, and holding out until there's no TON left?
Aren't they the ones that planted PC in the first place? Reckon they would approve $800k p.a if they gave a crap about TON.
