Inter alia a formerly exiled former leader of Katanga province (our potential mines' area) has been pardoned and is returning to DRC on May 20 and will do a goodwill tour for national unity. That timing is likely to correlate with the reestablishment of local authorities who can finalise licenses. Overall it looks like the DRC's elites have figured out - Saudi style - that they can't make their full potential of money until they make peace with each other.
