This is just accounting weirdness from taking a long-term project and chopping it up into arbitrary quarterlies. Whether equipment purchases happen to fall into one quarter or the next will massively distort these reports, but it makes no difference to the overall project timeline. As a result you just can't base anything off of these quarterly cashflow reports, they're meaningless. You have to look at the activity report, and it looks fine.
