An Optus tender for what exactly?
According to Apple, Visual Voicemail is already available to Optus Corporate Account Customers*.
Note: Apple Visual Voicemail already available for Telstra and Vodafone.

* Who else would want Visual Voicemail and if so, would they pay? Judging by the Spark experience... it is a resounding "no".
