For BARDA a long shelf life is obviously what they want. They can keep a rolling inventory and only discard the items coming up for expiry. Some countries will recognise that the common two year expiry on medical items is largely a suggestion and donate surplus materials a month before expiry to third world countries so that they can use stocks of something that they wouldn't otherwise have access to. Nobody is likely to suffer from using expired Recell kits providing they aren't growing fungus or grossly contaminated because of broken packaging.
