You would think pile driving is a reasonably straight forward marine engineering activity. I assume it's all the other bits onland that will take longer, re: exporting softwood logs first. But the good thing about the delay is, there shouldn't be much risk of environmental catastrophe as all the bugs seem to have been identified and ameliorated
