If you look back through old announcements you will see they tested for emmissions with a blended fuel from the top of my head. This was because they foresee that is how road ready fuel will be sold.

Thinking out loud.. if overseas markets are like australia, the sale price in other countries could be governed by global market price. e.g. here in australia where refineries TGP sale price for ULP Ron 91 is based on Singapore Mogas 95 spot prices. Known as import parity pricing. Was once govt regulated, now market governed.. but ACCC have found they are still basically sticking to it..
