This is what I would do , raise about 8m
4 m for royalty issue and 4 m to put Thalanga on C and M
Then JV Hillgrove - get it into production . With cash that will be accumulated , restart Thalanga at a better time
heron has gone into C and M
Metals prices are such that continuing to operate makes company weaker
