The 2 are not mutually exclusive, I don't see it as spin but a statement in fact.
IF one of the persons on the US list has shares in say a company supplying bread rolls to the canteen at IVZ they maybe in breach of the sanctions.
As the quarterly stated it was more a compliance issue than anything else BUT it may also very well be a reason for some entities not to invest for fear of falling foul of the sanctions.
