All EL's have an expiration date. Companies are also required to have a minimum spend on exploration in that time or they forfeit the lease. Prior to the expiration, the company needs to renew the lease or it will lapse. They need to provide a "program of proposed works" along with their renewal fee, and the rest is merely an administrative process
