I was told Mauritania have started 'trickling' out application grants so I wouldn't bet the house on it.
If they've got a reasonable supporting broker behind them then they may get a raise off @ 2c without the permits. Last raise was @ 2c + options and that didn't go far.
It looks a lot better on paper with those Tasiast permits.
