According to the Permanent Court of Arbitration in the Hague, (press release 26th Dec '17) they anticipate finalisation and release of their report to the public sometime in April '18. (see link of press release. Relevant statements are last two paragraphs before chapter headed "Background on the Conciliation Process." ) The two parties , AU and TL, have agreed to fix a date for the signing of the agreement before the Court sometime in March '18 so maybe thats when we'll all find out.
