It looks like the biggest impediment to increased SP is the future of the company. If they had one beyond BA then the price would have to go up. There's not too many companies paying a yearly 25% dividend (NB: if the SP was $2). They need a new profitable venture, but i'm not sure how much work is being done to make this a reality.
Paying yearly dividends of 50cps for a SP of $1 is somewhat unheard of for me. I'm finding it difficult to reconcile the daily churn of 4m shares without seeing increase in the SP.
