" applies to gas sold by east coast and Northern Territory gas producers"
so that's BEFORE the pipeline tariffs and distribution. I believe our GSA at at the GPP outlet .... buyer takes it from there.
I would also say it ought to be BEFORE the Gas Plant ... it has to be processed to remove sulphur ... that isn't free.
It is/was/and will always be a poorly thought out policy - but I'm not surprised by that.
