Apart from the whole "make it extremely difficult to buy an ICE and easy to buy an EV" thing.
If you want to buy an ICE, you have to enter a lottery with a <1% success rate. If you do win, you then have to pay a fee that is a considerable % of the purchase price of the vehicle to receive a 'Permission to buy an ICE' certificate. And then there are restrictions about what days you can actually use the vehicle. EVs attract none of these imposts.
