I agree with cashew. Why do they need someone else to tell them about the business they they should be managing. That's going to be a big cost. Expect the retrenchment of people will cost a heap. Some drastic changes have to be made and that may be getting rid of a few layers? The pencil needs to be sharpened and that should be done quickly.
