Odds on management will get booted at AGM if they don’t pay out. Best to put up for sale sign and let Asian steel conglomerates say what they will pay for JV and then put to Talleys exceed bid, pay out or meet your new JV partner. Talleys only own around 11% of BRL so can't block and probably would not want someone else with deeper pockets and longer time horizon on other side of JV.
