Water injection is generally end of life stuff. I’m somewhat out of touch as haven’t worked offshore Taranaki in a few years but last I heard the Raroa was very much on last legs (turret issues). I’d speculate that the oil price is all that’s keeping that ship afloat.
Might be worth looking into PPP to get an idea of how little value the market gives these end of life facilities.
