Does anyone here know the meaning of the word "binding", as in from last year's initial announcement..........

"The Company has executed two binding Heads of Agreement with Congolese companies for Winmar to acquire 100% interests in 6 granted and contiguous Exploration Licenses located on the DRC Copperbelt and in close proximity to the Luapula Processing Plant."

So someone last year entered a "binding" HOA to sell cobalt tenements, and will now just kindly hand back the cash deposit, when they could have sold to someone else last year instead, but now the tenements are worth a lot less, are going to be happy to wear this loss.

Yes that's believable
