You're assuming that the seller of the tenements isn't in someway connected to the WFE directors.
If you think about it, someone has been in the DRC putting together this package deal of a processing plant + exploration licenses and brought it to the WFE board to consider and buy. Why choose WFE to flog it all to if you don't know them? (it's not an obvious choice really). The people that put this together are still going to get paid for the plant deal and will go on to flog the package of license to someone else.
