I think there are other options for finance available, at least with todays results there will be. The $3m is most likely the ASX forcing CCO to demonstrate compliance with section 8.5. You can see interpret this from the wording in the cash report.
Keep down ramping tho. Since you went from bullish to bearish the Company has gone from strength to strength.
