I think they would need an address in a region Zoleo services to sign upto the plan. It could then be used anywhere in the world at the users own risk of breaching local laws.
Not very hard though, it’s easy to get a US postal address I know a couple of people who have one for online shopping as many US companies don’t ship to Aus but then they just get stuff shipped on.
