It is. But I suspect its being kept down by institutional investors to maximise profit with a sudden spike. It was trading at $3.57 just two months ago. Something is off. And the fact it's trading sideways for now conveniently just above the SPP price is a sign. Then again it could just be a total dog on its way down after riding the coat tails of APT. The next 2-3 weeks will tell.
