You are not correct. The ARR includes projected revenue from customers not yet implemented. Unless you know the number of beds implemented at this time last year then it is impossible to know what the cash receipts should be now. I do not know how long it takes from the time a contract is signed and implementation but it appears to be a significant period of time, possibly because of lockdowns etc, caused by Covid-19.
For the June qtr 2021, 64% of beds are not yet implemented but their contribution to projected ARR is $3.3m:
