They are not 100% implemented and therefore they would not all be paying customers. Depending on the payments terms, even those that are now paying, may have been invoiced but have not paid for a full quarter yet.
I stated on another thread:
Now that Government funding has finished, the losses for the next few quarters will be significant. They need new sources of revenue to ramp up quickly, but up until now they have shown no evidence of being able to do that.
