OR, more likely; once BAPE gets the green light, SYA get awarded. Our whole bid relies on it, and the longer the extension takes to align, the better.
Any process which 'waits'for another bid to come aling is flawed in principal, the process does not work like that..
I suggest our bid is preferred, and contingent - and there is no reason to award it to anyone else - so THEY wait for US.
