Stars debt was paid off with the last capital raise and has $505M in provisions to pay for this as well as the austrac fine.
to my mind the uncertainties are what is keeping star down but sometimes, even when uncertainties are resolved the market has other ideas. The share price of star was far higher prior to the last cap raise. With no debt I thought it would go up from the cap raise price but it instead went down.
